Gholam-Ali Khoshrou who was speaking at the Security Council’s special
session on Syria said Iran is on the ground in that country on an
invitation by Damascus. He added that Tehran is playing a constructive
role in bringing peace and prosperity to Syria and supports all efforts
toward a political solution. During the meeting held on Russia’s
request, US ambassador Nikky Haley accused Russia and Iran of failing to
protect civilians in Idlib province. She also threatened the use of
force if the Syrian army uses chemical weapons. In reaction, the Russian
ambassador accused the extremist groups of planning to launch a false
flag chemical attack in Idlib.
Militants in Syria’s Idlib have transported several canisters
containing chlorine to the village of Bsanqul, apparently preparing to
stage a false flag chemical attack, the Russian Defense Ministry has
said.
The chlorine-filled
canisters were delivered by the Al-Qaeda-affiliated militants of Tahrir
al Sham, formerly known as Al-Nusra Front, a spokesman of the Russian
Center for Reconciliation in Syria, Lieutenant General Vladimir
Savchenko, said in a statement Saturday. He added that the latest
developments showed that the militants are preparing for a false flag
attack that would be used to accuse the Syrian government of using
chemical weapons against its people.
This is the latest warning from the Russian military on what it
says is a chemical “provocation” in the making. On Wednesday, it said
the White Helmets group has shot videos intended to be used in framing
the Syrian government. Earlier, the MoD said toxic chemicals had been
delivered Idlib and accused the White Helmets of carrying out the
delivery.
The US and its allies have so far dismissed the Russian
warnings, but said that the government in Damascus might instead be
preparing chemical attacks against civilians. Moscow has suggested that
the attack might be prepared with the support of Washington, which wants
to justify further air strikes against Syria. Those planned strikes are
said to be much larger in scale than those launched against the Syrian
military by the US, the UK and France in April.
It
comes as Washington has been building up its military presence in the
region. In late August, the missile destroyer USS Ross was deployed to
the Mediterranean, carrying 28 Tomahawk cruise missiles, while the USS
The Sullivans was deployed to the Persian Gulf and a B-1B Lancer
strategic bomber was moved to an air base in Qatar.
Most recently,
the USS Bulkeley (DDG-84), an Arleigh Burke-class destroyer, entered
the Mediterranean through the Straits of Gibraltar. Last week, the
attack submarine USS Newport News (SSN-750) arrived in the Mediterranean
as well.
With the arrival of the Bulkeley, the US forces in the
region reportedly have up to 200 Tomahawk cruise missiles available to
strike targets in Syria if ordered to do so, Russian media reports.
Moscow has been warning of a possible staged chemical attack by militant
fighters in Idlib province - which is the last terrorist stronghold in
the country - and says it's designed to frame Damascus and provoke
large-scale foreign military intervention.
Russia's Defence Ministry claims that the filming of such an assault has
already begun.
Moscow is aware of who the people named as suspects in the
Skripal case are, President Vladimir Putin said, adding that these
people are civilians.
Saying that there is “nothing criminal” about the two, Putin also hopes that the people in question will eventually come forward and talk to the media.
“I
want to address them [the suspects]... [I hope] they contact the media.
I hope they appear and tell everything about themselves,” he said, addressing the audience during the Eastern Economic Forum (EEF) in the Russian city of Vladivostok.
Earlier in September, UK prosecutors named two
Russians they suspect of poisoning Sergei Skripal and his daughter in
Salisbury this March. According to London, their names are Alexander
Petrov and Ruslan Boshirov. Russia denies any involvement and accuses
Britain of spinning the case to stir anti-Russian sentiment.
Beyond identifying them as Russian nationals, the prosecutors gave no indication as to who the men are.
After
London again blamed Russia, implying that officials at the highest
levels of power could be responsible for the poisoning, Kremlin
spokesman Dmitry Peskov rebuffed the allegations. “Neither
Russia’s top leadership nor those with lower ranks, and [Russian]
officials, have had anything to do with the events in Salisbury,” he said at that time.
The
Kremlin spokesman added that Putin didn’t personally speak to the two
individuals identified by the British authorities as suspects in the
case. Russian law enforcement has not made any moves to prosecute them,
Peskov said.
According to the investigators, the suspects who
arrived in Britain from Moscow left traces of the poison used in the
attack in the hotel room they stayed in. They were also caught on CCTV
cameras in Salisbury twice, including on the day of the attack, and
traveled back directly to the Russian capital.
This
trail of evidence from the supposedly highly-trained perpetrators casts
doubt over Moscow’s involvement, according to a number of security
experts. “It seems very strange that these people have absolutely
left what seems to be a very reckless and clear trail of evidence, which
almost seems to be designed, or at least would almost inevitably lead
to, the conclusions that the police and the authorities have come to
today, in other words that Russia were to blame,” Charles Shoebridge, a security expert and former British military officer, told RT.
Annie
Machon, a former MI5 intelligence officer, said the inquiry into the
case has effectively turned into a trial by media, based on “bits of evidence that may look pretty compelling but will never be tested in a real court of law.”
London
also insists that a counterfeit Nina Ricci perfume box was used as
container and delivery device for the chemical used in the poisoning. It
was later found by Charlie Rowley in the town of Amesbury, not far from
Salisbury. They also claim that the noxious agent was in a bottle that
had been altered to make it “perfect cover for smuggling the weapon
into the country and a perfect delivery method for the attack against
the Skripal’s front door.”
Reacting to the prosecutors’
statement, Russian envoy to the UN Vasily Nebenzya joked that the nerve
agent attack has so far had only one benefactor – Nina Ricci.
“That
has to be, in the history of propaganda in the 20th and 21st centuries,
one of the most outrageous claims that I can think of,” John Bolton
statedin response to Moscow's charge that anti-Assad
insurgents in Idlib are preparing a chemical false flag in order to
hasten a US attack on Damascus, according to a new Wall Street Journal report.
“Along with the United States and France, we have been clear that we will respond swiftly and appropriately
if the Assad regime repeats its appalling use of chemical weapons,” he
vowed, echoing statements the national security advisor began making weeks ago during a trip to Jerusalem.
The WSJ has revealed the White House is now in
direct talks with the U.K. and France over plans for a possible third
round of coordinated strikes on Syria should the Syrian Army use chemical weapons during its Idlib assault.
After a speech in Washington on Monday, Bolton told reporters, “We’ve
been in consultation with the British and the French, who joined us in
the second strike, and they also agree that another use of chemical
weapons will result in a much stronger response.”
The news comes a day after Bolton indicated during a speech that the US and its allies Syria would respond with much "stronger" and harsher action against Damascus.
Also, early this week there were reports
that Germany is mulling over whether to agree to a request by the
United States that it join any potential strikes on Syria, though such a
move is expected to be too politically divisive for Germany to agree.
Thus far a Russian air attack on Idlib is underway, with
international reports saying about 70 strikes have occurred on Idlib in
the past days. Syria pro-government forces have amassed around Idlib
Province and are said to number as many as 100,000. If true this would be the largest mustering of Syrian forces for any single battle throughout the seven year long conflict.
Meanwhile the United Nations has warned of an impending humanitarian
disaster, and a UN Security Council meeting chaired by the US is set to
be held on Tuesday morning, according to the WSJ.
On Monday the WSJ reported that unnamed US officials now claim to be in possession of intelligence which they say shows Assad has already given the order to conduct a chlorine gas attack in an absolutely unprecedented level of "pre-crime" telegraphing of events on the battlefield.
The anonymous officials told the WSJ of "new U.S.
intelligence" in what appears an eerily familiar repeat of precisely how
the 2003 invasion of Iraq was sold to the American public (namely, "anonymous officials" and vague assurances of unseen intelligence) —albeit posturing over Idlib is now unfolding at an intensely more rapid pace:
Fears of a massacre have been fueled by new U.S. intelligence
indicating Mr. Assad has cleared the way for the military to use
chlorine gas in any offensive, U.S. officials said. It wasn’t clear from the latest intelligence if Mr. Assad also had given the military permission to use sarin gas,
the deadly nerve agent used several times in previous regime attacks on
rebel-held areas. It is banned under international law.
It appears Washington is now saying an American attack on Syrian government forces and locations is all but inevitable.
However, this time the stakes are much higher asRussia has built up an unprecedented number of warships in the Mediterranean Sea along the Syrian coast in response to prior reports that the U.S., France, and Great Britain could be preparing an attack.

Filming of staged chemical attack in Syrian Idlib begins - Russian MoD
Footage, meant to serve as proof that the Syrian government has
conducted a chemical weapons attack in Idlib, Syria, is to be handed to
global news outlets by the end of Tuesday, the Russian military claims.
Several Middle East TV
channels and a US news channel have been sent to Jisr al-Shughur in
Syria’s Idlib Governorate to produce the footage needed for the
provocation, a statement by the Russian Center for Syrian Reconciliation
said. It added the intelligence came from local residents of Jisr
al-Shughur.
“All the footage of the staged provocation in Jisr
al-Shughur is to be delivered to the newsrooms of TV channels, which are
to broadcast it after its publication on social media,” the statement claimed.
It also said that an Islamist group was provided with two canisters of a “chlorine-based chemical” for the purpose of the operation.
The
Russian military said the footage would include scenes of White Helmets
operatives treating supposed victims of an apparent barrel bomb
chemical weapon attack by Damascus.
Moscow has repeatedly warned
that a false flag chemical weapon attack was being prepared in Idlib,
giving the US and its allies justification to attack Syrian government
forces. Senior US officials have threatened
Damascus with retaliation if it uses chemical weapons in Idlib and even
preemptively assigned the blame for any such attack to the government.
Speaking
at the UN security Council meeting on Tuesday, Russia’s Ambassador
Vassily Nebenzya, stressed that Damascus did not possess any chemical
weaponry to begin with. Any incident with such weaponry would only
benefit the militants, fighting Syria’s government.
“The
false-flag attack by the adversaries of Damascus, who count on foreign
armed support, is very possible. We have irrefutable evidence of
preparations [for it],” the official stated.
According to RT,
the Russian military has obtained “irrefutable” data that terrorist
groups, including Jabhat an-Nusra, and the infamous White Helmets met in
Idlib province on Sunday, according to the ministry’s spokesperson Igor
Konashenkov.
The militants plotted the final scenarios for the
chemical attacks that the Syrian army are expected to make in the cities
of Jisr ash-Shugur, Serakab, Taftanaz and Sarmin, the Russian military
revealed.
“Full readiness of all participants involved in the staging of the
provocations is be ensured by the evening of September 8,”Konashenkov
stated. He added that the terrorists are to receive a “special” signal
from some “foreign friends of Syrian revolution” to launch the
operation.
The statement comes after earlier warnings from Moscow’s that
militants are preparing to stage a chemical attack in the Syrian
province to give the Western coalition a pretext to strike Syria. In
August, the Defense Ministry said that eight canisters of chlorine had
been delivered to a village near Jisr al-Shughur city, and that a
foreign-trained group of militants had also arrived in the area to
simulate a rescue operation after the staged attack.
The US and its allies have repeatedly stressed its readiness to
strike Syria if any attack takes place, ignoring all Russia’s warnings.
Washington’s envoy to the UN Nikki Haley recently said that she already
knows the perpetrators in case a chemical incident takes place in Syria.
In late August, American forces deployed missile destroyer USS ‘Ross’
to the Mediterranean and USS ‘The Sullivans’ to the Persian Gulf. The
preparation of US military forces was condemned by Russia, with its
Defense Ministry describing the move as “the latest evidence of the US
intention” to take advantage of a false-flag attack.

Turkey’s Recep Tayyip Erdogan, Russia’s Vladimir Putin and Iran’s Hassan
Rouhani, met in Tehran to discuss the situation in Idlib and the rest
of Syria.
The three leaders agreed that radical Islamists pose a threat to
Syria, but there was no unanimous support for a major offensive in what
is considered to be the last terrorist stronghold. The final document of
the summit called for all armed groups in Idlib to lay down arms and
seek a political transition in the country.
Amidst extreme tensions ratcheting up over the past days
as Russian and Syrian forces have initiated their final assault on
al-Qaeda held Idlib, the presidents of Iran, Russia, and Turkey are
meeting in what’s broadly described as a “high stakes summit” in Tehran on Friday.
Pressure is high after Thursday evening statements by a top State Department envoy on Syria, who told reporters, “There is lots of evidence that chemical weapons are being prepared.” The envoy, Jim Jeffrey, doubled down on prior promises that “Assad would be guilty” for any future chemical attack in Syria.
But it seems what appears to be a coordinated White House effort at calculated pressure to deter the Syria-Russia operation in Idlib is having an effect. An early statement from the summit carried in Iran state media says Iran, Russia, and Turkey have agreed that the Syria conflict can only end through “negotiated political process” and not through military means.
Turkey’s President Recep Tayyip Erdogan reportedly pushed for a
cease-fire plan at the summit, warning that the massive Idlib battle
would be “a bloodbath” and will be a serious national security threat to his country, and further warned of a “humanitarian catastrophe” unfolding.
However Russian President Vladimir Putin underscored Syrian
sovereignty and Assad’s “right” to regian control over territory
currently held by terrorists. This, in line with President Assad’s prior promises to “regain every inch” of Syrian national territory before the war.
“Idlib isn’t just important for Syria’s future, it is of importance
for our national security and for the future of the region,” Erdogan
said during formal statements at
the Friday summit. “Any attack on Idlib would result in a catastrophe.
Any fight against terrorists requires methods based on time and
patience,” he added, saying “we don’t want Idlib to turn into a bloodbath.” He concluded “We must find a reasonable way out for Idlib.”
Putin responded, “We should think together over all aspects of this complicated issue,” while asserting, “We
should solve this issue together and (we should) all realize that the
legitimate Syrian government has the right and eventually should be able
to regain control of all of its territory.”
Putin hinted at being open to a ceasefire, nothing “a cease-fire
would be good” but suggested that it ultimately wouldn’t hold. He also
warned that according to Russian intelligence insurgents in Idlib are planning “provocations,” possibly including chemical weapons.
Iran’s president Hassan Rouhani demanded an immediate withdrawal of US troops, telling his Russian and Turkish counterparts, “we have to force the United States to leave,” but didn’t detail exactly how this would be done. “The fires of war and bloodshed in Syria are reaching their end,” Rouhani said, and reaffirmed alongside Putin that terrorism must “be uprooted in Syria, particularly in Idlib.”
